The order of the article is in order by time, from most important to least important. The tone of the article is indifferent because he tells both sides of the story instead of what he just believes in. The article is about how people who watch TV are not lonely because they feel that the TV is their friend. The title is a supporting detail along with the first paragraph and the second sentence in the second paragraph.
Is it time or most important to least important? I'm inclined to say it's neither, but rather general to specific. Also, you can pretty much bet that if someone took the time to write something, they are not indifferent to it, even if they show "both sides" (what are these sides you're talking about? I don't see "sides" here...) Titles are NEVER "details" either, and when I ask for specific details, "first paragraph" and "second sentence" are FAR from specific. Also, you have drawn no inferences.
